Creating Drupal.org Projects Now Open to All Users

Last week a major change was made to project application process on Drupal.org. Now any registered drupal.org user can create a full Drupal project. This includes modules, themes, and profiles. This decision was discussed for years and the hope is that this change will lower the barrier for new contributors.

8.3.0 release candidate phase begins week of February 27; no Drupal 8.2.x or 7.x patch release planned

"The release candidate phase for the 8.3.0 minor release begins the week of February 27. Starting that week, the 8.3.x branch will be subject to release candidate restrictions, with only critical fixes and certain other limited changes allowed"
